Funding Opportunity Purpose

Current recipients of specific types of NIH research grants may apply for administrative supplements, using this Notice of Funding Opportunity (NOFO), to provide additional funding to a currently funded grant to meet increased costs that are within the scope of the peer-reviewed and approved project, but that were unforeseen when the new or competing renewal application was awarded. Applications for administrative supplements are considered prior approval requests (as described in Section 8.1.2.11 of the NIH Grants Policy Statement) and will be routed directly to the Grants Management Officer of the parent award. There is no guarantee that funds are available from the awarding IC or for any specific grant. Therefore, prior to submission, applicants must discuss potential requests with the awarding ICO grants and program officials.

Part 2. Full Text of Announcement

Section I. Notice of Funding Opportunity Description

Definition: An administrative supplement (Type 3) is a request for additional funds during a current project period to provide for an increase in costs due to unforeseen circumstances. All additional costs must be within the current scope of the peer reviewed and approved project and the activities must not extend beyond the term of the current award. Administrative supplements do not require peer review.

Potential indicators of a change of scope include but are not limited to:

  • Change in the specific aims approved at the time of award
  • Change from non-human subject research to research involving human subjects
  • Shift of the research emphasis from one disease area to another

Administrative supplements are used for a variety of unforeseen circumstances. See Administrative Supplements on the NIH Grants & Funding site for a list of acceptable potential uses.

Section II. Award Information

Funding Instrument

The funding instrument will be the same as the Parent Award.

Grant: A financial assistance mechanism providing money, property, or both to an eligible entity to carry out an approved project or activity.

Cooperative Agreement: A financial assistance mechanism used when there will be substantial Federal scientific or programmatic involvement. Substantial involvement means that, after award, NIH scientific or program staff will assist, guide, coordinate, or participate in project activities. See Section VI.2 for additional information about the substantial involvement for this NOFO.

Administrative supplement applications may not propose changes to the overall human subjects or clinical trial designation of the award.

The number of awards is contingent upon NIH appropriations and the submission of a sufficient number of meritorious applications.

Award Budget

Application budgets are limited to no more than the amount of the current parent award and must reflect the actual needs of the proposed project.

The funding mechanism being used to support this program, administrative supplements, can be used to provide for an increase in costs due to unforeseen circumstances. All costs must be within the current scope of the peer reviewed and approved project, and may not extend beyond the term of the current award.

Award Project Period

The project and budget periods must be within the currently approved project period for the existing parent award. 

Administrative supplements are not permitted during a no-cost extension and will be considered only in rare situations (e.g., public health emergency declaration, or natural disaster). 

NIH grants policies as described in the NIH Grants Policy Statement will apply to the applications submitted and awards made from this Notice of Funding Opportunity (NOFO).

REMINDER: This funding opportunity is for supplements to existing projects. To be eligible, the parent award must be active, and the research proposed in the supplement must be accomplished within the competitive segment. The proposed supplement must be to provide for an increase in costs due to unforeseen circumstances. All additional costs must be within the scope of the peer reviewed and approved project.

IMPORTANT: The research proposed by the NIH recipient in the supplement application must be within the original scope of the NIH-supported grant project.

Foreign Organizations/International Collaborations

Non-domestic (non-U.S.) components of U.S. Organizations are eligible to apply.

Foreign components, as defined in the NIH Grants Policy Statement, are allowed. 

All activities with foreign institutions must align with existing parent award.

NIH will no longer issue awards (i.e., new, renewal, or non-competing continuation) to domestic or foreign entities that involve foreign subawards/subcontracts. All NIH-funded research involving foreign subawards/subcontracts must be submitted in response to a NOFO that is specifically designated for funded international collaborations. This new requirement was effective, May 1, 2025.

Applications involving foreign subawards/subcontracts submitted in response to this NOFO will be deemed noncompliant and will not be considered for funding. This policy applies to all monetary international collaborations resulting in foreign subawards/subcontracts, however, it does not preclude unfunded international collaborations or foreign components, funding for foreign consultants, or procurement of unique equipment or supplies from foreign vendors.

Required Registrations

Applicant Organizations

Applicant organizations must complete and maintain the following registrations as described in the How to Apply - Application Guide to be eligible to apply for or receive an award. All registrations must be completed prior to the application being submitted. Registration can take 6 weeks or more, so applicants should begin the registration process as soon as possible. Failure to complete registration in advance of a due date is not a valid reason for a late submission, please reference NIH Grants Policy Statement 2.3.9.2 Electronically Submitted Applications for additional information.

  • System for Award Management (SAM) – Applicants must complete and maintain an active registration, which requires renewal at least annually. The renewal process may require as much time as the initial registration. SAM registration includes the assignment of a Commercial and Government Entity (CAGE) Code for domestic organizations which have not already been assigned a CAGE Code.
    • NATO Commercial and Government Entity (NCAGE) Code – Foreign organizations must obtain an NCAGE code (in lieu of a CAGE code) in order to register in SAM.
    • Unique Entity Identifier (UEI) - A UEI is issued as part of the SAM.gov registration process. The same UEI must be used for all registrations, as well as on the grant application.
  • eRA Commons - Once the unique organization identifier is established, organizations can register with eRA Commons in tandem with completing their Grants.gov registration; all registrations must be in place by time of submission. eRA Commons requires organizations to identify at least one Signing Official (SO) and at least one Program Director/Principal Investigator (PD/PI) account in order to submit an application.
  • Grants.gov – Applicants must have an active SAM registration in order to complete the Grants.gov registration.

Program Directors/Principal Investigators (PD(s)/PI(s))

All PD(s)/PI(s) must have an eRA Commons account.  PD(s)/PI(s) should work with their organizational officials to either create a new account or to affiliate their existing account with the applicant organization in eRA Commons. If the PD/PI is also the organizational Signing Official, they must have two distinct eRA Commons accounts, one for each role. Obtaining an eRA Commons account can take up to 2 weeks.

Eligible Individuals (Program Director/Principal Investigator)

Any individual(s) with the skills, knowledge, and resources necessary to carry out the proposed research as the Program Director(s)/Principal Investigator(s) (PD(s)/PI(s)) is invited to work with their organization to develop an application for support.

Individual(s) must be a PD(s)/PI(s) on an active grant or cooperative agreement, and the research proposed in the supplement must be accomplished within the competitive segment of the active award. Individuals are encouraged to work with their organizations to develop applications for support.

For supplements to parent awards that include multiple PDs/PIs, the supplement may be submitted by the recipient organization of the parent award on behalf of any or all of the PDs/PIs (in accordance with the existing leadership plan). Do not use this administrative supplement application to add, delete, or change the PDs/PIs listed on the parent award. 3. Additional Information on Eligibility

Number of Applications

Applicant organizations may submit more than one application, if each is sufficiently distinct from any other administrative supplement currently under consideration by the awarding NIH Institute or Center. Administrative supplements do not count against six applications allowed from individual PD/PIs.

Since applications to this NOFO will only receive administrative review by the awarding Institute or Center, and will not receive a peer review, the NIH policy on resubmissions will not apply. However, applications not accepted by the Institute or Center for review, or not funded by the Institute or Center, should not be submitted again without either responding to any written concerns or contacting the awarding Institute or Center for instructions.

Section IV. Application and Submission Information

1. Requesting an Application Package

Applicants must prepare applications using current forms in accordance with the How to Apply - Application Guide.

The application forms package specific to this opportunity must be accessed through ASSIST, Grants.gov Workspace or an institutional system-to-system solution. All forms must be completed for the supplemental activities only and must not reflect funding or activities for the previously awarded parent award.

Conformance to documented requirements is required and strictly enforced. Applications that are out of compliance with these instructions may be delayed or not accepted for review.

Instructions for Application Submission

Administrative supplement requests must be submitted through Grants.gov using electronic submission processes.

Use the submission options in Part I of this NOFO to access the application forms package posted at Grants.gov. If presented with more than one form package, use the Competition ID and Competition Titles provided to determine the most appropriate application forms package for your situation. Administrative supplement requests for multi-project activity codes must be submitted electronically using a single-project application form package.

Prepare applications using the SF424 (R&R) forms associated with the chosen package. Please note that some forms marked optional in the application package are required for submission of applications for this NOFO. Follow all instructions in the How to Apply - Application Guide to ensure you complete all appropriate required and optional forms, with the following additional guidance:

  • SF424 (R&R) Cover form: 
    • Select “Revision” in the “Type of Application” field. The "Descriptive Title of the Applicant's Project" must match the title of the currently funded grant.
    • The “EIN” field must include the 12-digit Payment Management System (PMS) Entity Identification Number (EIN) associated with the currently funded grant. 
  • SF424 (R&R) Other Project Information form: 
    • Other Attachments:
      • If applicable, attach PDF documents in the “Other Attachments” field indicating that the proposed research experience was approved by the Institutional Animal Care and Use Committee (IACUC) or human subjects Institutional Review Board (IRB) at the recipient institution. Name the documents “IACUC Documentation.pdf” and/or “IRB Documentation.pdf”. Adherence to the NIH Inclusion Policies for Human Subjects must be ensured, if additional human subjects involvement is planned for the supplement.
      • For NRSA Institutional Training Grants requesting additional childcare costs: Ruth L. Kirschstein National Research Service Award (NRSA) Institutional Training Awards supporting full-time pre- and post-doctoral trainees (i.e. T32, TL1, TU2, and T90, as detailed at https://researchtraining.nih.gov/programs/training-grants), will be provided funds to support childcare costs for 25% of the full-time predoctoral or post-doctoral NRSA training appointment slots, in accordance with NOT-OD-25-100. If recipients need to request childcare cost support for more than 25% of the full-time predoctoral or post-doctoral NRSA training appointment slots, the recipient must upload a PDF named “Childcare_Costs.pdf” (without quotation marks). The attachment must specify the number of additional trainee slots for which childcare cost support is being requested. Recipients are not required to submit supporting documentation. Recipients must maintain all supporting documentation (e.g., proof provider is licensed). NIH reserves the right to request proof at any time.   • SF424 (R&R) Project/Performance Site Location(s) form: Include the primary site where the proposed supplement activities will be performed. If a portion of the proposed supplement activities will be performed at any other site(s), identify the locations in the fields provided.
  • SF424 (R&R) Sr/Key Person Profile (Expanded) form: List the PD/PI as the first person (regardless of their role on the supplement activities). List any other Senior/Key Personnel who are being added through this supplement, or for whom additional funds are being requested through this supplement; include a biographical sketch for each.
  • Budget forms (e.g., R&R Budget, PHS 398 Training Budget): Only include funds requested for the additional supplement activities.
    • For NRSA Institutional Training Grants requesting additional childcare costs: If the supplement request is only for additional childcare cost support, you are not required to include the PHS 398 Training Budget form; refer to the instructions for Other Attachments above. 
  • Research Plan form (i.e., PHS 398 Research Plan form, PHS 398 Research Training Program Plan, PHS Fellowship Supplemental Form, and PHS 398 Career Development Award Supplemental Form): At a minimum, the Research Strategy or Program Plan section, as applicable, must be completed and must include a summary or abstract of the funded parent award or project. Other sections should also be included if they are being changed by the proposed supplement activities.
    • Other Plan(s): For awards subject to the 2023 Data Management & Sharing Policy, if an awarded supplement request would change the Data Management and Sharing (DMS) Plan, a revised DMS Plan must be requested via as a Prior Approval request on the Parent Award. 
    • For NRSA and F99 Individual Fellows requesting childcare costs: Current fellows may request an administrative supplement to provide childcare costs on an existing award. Applicants must request the childcare costs in the Childcare Costs Section of the PHS Fellowship Supplemental Form as outlined in the How to Apply – Application Guide
  • PHS Human Subjects and Clinical Trials Information form: This form is optional. Given that the proposed supplement should not change the scope of the awarded parent project, it will typically not be needed. If new recruitment or use of an additional existing dataset or resource is proposed in the supplement application, Section 2 should be revised and new Inclusion Enrollment Reports created, as well as other required sections, as appropriate for supplemental activities.

Foreign Organizations

Foreign (non-U.S.) Organizations must follow policies described in the NIH Grants Policy Statement, and procedures for foreign organizations described throughout the How to Apply - Application Guide.

3. Unique Entity Identifier and System for Award Management (SAM)

When a submission date falls on a weekend or Federal holiday, the application deadline is automatically extended to the next business day.

Section V. Application Review Information

1. Criteria

Administrative Supplements do not receive peer review. Instead, the administrative criteria described below will be considered in the administrative evaluation process.

The staff of the NIH awarding component will evaluate requests for a supplement to determine its overall merit. The following general criteria will be used:

Budget and Period of Support

NIH staff will consider whether the budget and the requested period of support are fully justified and reasonable in relation to the proposed research.

Overall Impact

NIH staff will consider the ability of the proposed supplement activities to increase or preserve the parent award’s overall impact within the original scope of award:

  • Will the administrative supplement increase or preserve the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved?
  • If applicable, will the administrative supplement increase or preserve the likelihood that the fellowship or career development will enhance the candidate's potential for, and commitment to, a productive, independent scientific research career in a health-related field?
  • If applicable, will the administrative supplement increase or preserve the likelihood for the candidate to maintain a strong research program?
  • If applicable, will the administrative supplement increase or preserve the potential benefit of the instrument requested for the overall research community and its potential impact on NIH-funded research?
  • If applicable, will the administrative supplement increase or preserve the likelihood that the proposed training program will equip the trainees with the skills, knowledge and experiences necessary to transition to successful careers in the biomedical research workforce?

In addition, each of the following criteria will be evaluated as applicable for the proposed supplement. 

Protections for Human Subjects

For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.

For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate: 1) the justification for the exemption, 2) human subjects involvement and characteristics, and 3) sources of materials. For additional information on review of the Human Subjects section, please refer to the Guidelines for the Review of Human Subjects.

Inclusion of Human Subjects Policies

When the proposed project involves human subjects and/or NIH-defined clinical research, the committee will evaluate the proposed plans for inclusion. For additional information on review of the Inclusion section, please refer to the Guidelines for the Review of Inclusion in Clinical Research

The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following three points: (1) a complete description of all proposed procedures including the species, strains, ages, sex, and total numbers of animals to be used; (2) justifications that the species is appropriate for the proposed research and why the research goals cannot be accomplished using an alternative non-animal model; and (3) interventions including analgesia, anesthesia, sedation, palliative care, and humane endpoints that will be used to limit any unavoidable discomfort, distress, pain and injury in the conduct of scientifically valuable research. Methods of euthanasia and justification for selected methods, if NOT consistent with the American Veterinary Medicine Association (AVMA) Guidelines for the Euthanasia of Animals, is also required but is found in a separate section of the application. NIH staff will assess whether materials or procedures proposed are potentially hazardous to research personnel and/or the environment, and if needed, determine whether adequate protection is proposed.

2. Review and Selection Process

Administrative supplement requests will undergo an administrative evaluation by NIH staff, but not a full peer review. Applications submitted for this funding opportunity will be assigned to the awarding component for the parent award and will be administratively evaluated using the criteria shown above.

Prior to making an award, NIH reviews an applicant’s federal award history in SAM.gov to ensure sound business practices. An applicant can review and comment on any information in the Responsibility/Qualification records available in SAM.gov.  NIH will consider any comments by the applicant in the Responsibility/Qualification records in SAM.gov to ascertain the applicant’s integrity, business ethics, and performance record of managing Federal awards per 2 CFR Part 200.206 “Federal awarding agency review of risk posed by applicants.”  This provision will apply to all NIH grants and cooperative agreements except fellowships.

Section VI. Award Administration Information

1. Award Notices

A Notice of Award (NoA) is the official authorizing document notifying the applicant that an award has been made and that funds may be requested from the designated HHS payment system or office. This may be as an NoA for the supplemental activities only; alternatively, it may be as either a revision to the current year NoA or included as part of a future year NoA. The NoA is signed by the Grants Management Officer and emailed to the recipient’s business official.

In accepting the award, the recipient agrees that any activities under the award are subject to all provisions currently in effect or implemented during the period of the award, other Department regulations and policies in effect at the time of the award, and applicable statutory provisions. 

Recipients must comply with any funding restrictions described in Section IV.6. Funding Restrictions. Any pre-award costs incurred before receipt of the NoA are at the applicant's own risk.  For more information on the Notice of Award, please refer to the NIH Grants Policy Statement Section 5. Any application awarded in response to this NOFO will be subject to terms and conditions found on the Award Conditions and Information for NIH Grants website. This includes any recent legislation and policy applicable to awards that is highlighted on this website. When calculating the award for additional funds, NIH will 1) prorate funding if the requested budget period is adjusted at the time of award, and 2) use the institution’s current F&A rate; i.e., the rate in effect when the new funding is provided.

2. Administrative and National Policy Requirements

The following Federal wide and HHS-specific policy requirements apply to awards funded through NIH:

All federal statutes and regulations relevant to federal financial assistance, including those highlighted in NIH Grants Policy Statement Section 4 Public Policy Requirements, Objectives and Other Appropriation Mandates.

Applicants and recipients are strongly encouraged to refer to the NIH Director’s Statement of Priorities, entitled “Advancing NIH’s Mission Through a Unified Strategy.” 

Recipients are responsible for ensuring that their activities comply with all applicable federal regulations. Pursuant to 2 CFR 200.340, by accepting an NIH award, the recipient agrees that continued funding for the award is contingent upon the availability of appropriated funds, recipient satisfactory performance, compliance with the Terms and Conditions of the award, and may also otherwise be terminated, to the extent authorized by law, if the agency determines that the award no longer effectuates the program goals or agency priorities, in line with 2 CFR 200.340(a)(4).

Pursuant to the Cybersecurity Act of 2015, Div. N, § 405, Pub. Law 114-113, 6 USC § 1533(d), the HHS Secretary has established a common set of voluntary, consensus-based, and industry-led guidelines, best practices, methodologies, procedures, and processes.

Successful recipients under this NOFO agree that:

When recipients, subrecipients, or third-party entities have:

  1. ongoing and consistent access to HHS owned or operated information or operational technology systems; and
  2. receive, maintain, transmit, store, access, exchange, process, or utilize personal identifiable information (PII) or personal health information (PHI) obtained from the awarding HHS agency for the purposes of executing the award.

Recipients shall develop plans and procedures, modeled after the NIST Cybersecurity framework, to protect HHS systems and data. Please refer to NIH Post-Award Monitoring and Reporting for additional information. 

Cooperative Agreement Terms and Conditions of Award

Any supplements to Cooperative Agreements will be subject to the same Cooperative Agreement terms and conditions as the parent award.

3. Data Management and Sharing

Consistent with the 2023 NIH Policy for Data Management and Sharing, when data management and sharing is applicable to the award, recipients will be required to adhere to the Data Management and Sharing requirements as outlined in the NIH Grants Policy Statement. Upon the approval of a Data Management and Sharing Plan, it is required for recipients to implement the plan as described.

4. Reporting

Reporting requirements will be specified in the terms and conditions of award as applicable to the supplemental activities. In most non-competing continuation applications, the progress report and budget for the supplement must be included with, but clearly delineated from, the progress report and budget for the parent award. The progress report must include information about the activities supported by the supplement even if support for future years is not requested. Continuation of support for the supplement activities in the remaining years of the competitive segment of the grant will depend upon satisfactory review by the NIH awarding component of progress for both the parent award and the supplement project, the research proposed for the next budget period, and the appropriateness of the proposed budget for the proposed effort.
