K12 Clinical Scientist Institutional Career Development Program Award

The National Institutes of Health (NIH) will award Institutional Mentored Career Development grants to eligible domestic institutions to support career development programs designed to prepare later stage postdoctoral fellows and junior faculty scholars who have made a commitment to an independent research career for their career advancement and transition to independence. Supported scholars will have "protected time" to engage in intensive, mentored research career development experiences in the fields of biomedical and behavioral research.
This Notice of Funding Opportunity (NOFO) does not allow appointed scholars to lead an independent clinical trial but does allow them to obtain research experience in a clinical trial led by a mentor or co-mentor. NIH strongly supports training towards a career in clinically relevant research. As such, gaining experience in clinical trials under the guidance of a mentor or co-mentor is encouraged.

The overall goal of the NIH Research Career Development programs is to help ensure that a pool of highly trained scientists is available in appropriate disciplines to address the Nation's biomedical, behavioral, and clinical research needs. This NOFO encourages applications from domestic organizations that propose well-designed, rigorous institutional research career development programs in the mission area(s) of the participating ICs.
Supported K12 scholars will be provided with salary and research support for a period of "protected time" to support a tailored career development plan designed to facilitate the scholar's transition to research independence. Proposed institutional career development programs are expected to build on the existing research foundation of appointed scholars to more fully develop the scholar's knowledge and skills to enable them to lead an independent research program that advances knowledge to enhance the Nation's public health.
Program Considerations
General Considerations:
Applicant organizations are expected to have the requisite faculty, staff, potential scholars, and facilities on site to conduct the proposed institutional program or sufficient infrastructure to facilitate the recruitment and appointment of scholars nationally if that is the nature of the program proposed. In most cases, it is anticipated that a substantial number of program faculty will have active research projects in which participating scholars may gain relevant experiences consistent with their research interests and goals. The proposed institutional research career development program may complement other, ongoing research training and career development programs at the applicant institution, but the proposed career development experiences are expected to be distinct from those career development programs currently receiving Federal support.
The proposed program is expected to align with the mission of the IC to which the application is submitted. ICs will not support projects, regardless of the results of peer review, if they do not align with current programmatic priorities. Therefore, potential applicants are encouraged to consult scientific/research staff at the intended IC listed in Section VII before preparing an application. A description of ICO priorities can be found on the NIH Institutes, Centers, and Offices website.
Funded programs are expected to be tailored to the organizational context(s) and have clearly defined goals and objectives. Awards should foster safe and supportive research training environments that maximize success for all individuals in the program, demonstrate effective oversight of scholar development, and promote the use of evidence-informed mentoring practices.
Tailored career development plans: This award may be used to support scholars with different levels of prior research training and at different stages of their professional development. As such, programs are expected to develop individualized career development plans for each scholar as congruent with their stated goals and current skill and knowledge levels. Applications should address the process for how these plans are developed and used during the scholar's appointment to ensure successful transition to the next career stage. Programs are also expected to include cohort development activities that allow scholars to learn from each other, work effectively in teams with colleagues, and communicate scientific advances to a wide variety of audiences (discipline specific and the public).
Mentor training/expectations: Effective and well-prepared mentors are integral to the development and advancement of scholars in their research careers. Funded programs are expected to support effective mentorship by ensuring all program faculty complete formal mentor training and continuing education to enhance the ability of mentors to facilitate the transition of scholars to research independence.
Institutional commitment: Funded programs are expected to provide safe and supportive research environments. Awardee institutions are also expected to provide a robust research foundation (institutional programs) for appointed scholars or sufficient infrastructure to facilitate, monitor, and coordinate the progress of mentor-mentee pairs (national programs). NIH encourages applications from a wide variety of eligible organizations, including those in Institutional Development Award (IDeA)-eligible states, Historically Black Colleges and Universities (HBCUs), and Tribal Colleges and Universities (TCUs). Grantees are encouraged to recruit participants who have the potential to significantly benefit from the program, including those who have not had substantial previous research experience but who have the promise to be significant contributors to the biomedical research workforce. The project period duration is up to 5 years.
Individuals designing, directing, and implementing the career development program may request salary and fringe benefits appropriate for the person months devoted to the program. Salaries requested may not exceed the levels commensurate with the institution's policy for similar positions and may not exceed the congressionally mandated cap. If mentoring interactions and other activities with scholars are considered a regular part of an individual's academic duties, then mentoring and other interactions with scholars are non-reimbursable from grant funds.
Salary support for individuals involved in program administration and management must be substantially justified. Salary support for ancillary personnel (e.g. administrative assistance or secretarial support) on CDAs is not allowable.
Scholars are those individuals who benefit from the proposed activities and experiences involved in the career development program. Scholar costs must be justified as specifically required for the proposed career development program and based on institutional policies for salaries paid to individuals in similar positions, regardless of the source of funds. These expenses must be itemized in the proposed budget. Applicants are strongly encouraged to consult ICO-specific budget considerationson the NIH Institutes, Centers, and Offices website.
Consultant costs, equipment, supplies, travel for key persons, and other program-related expenses (including expenses for mentor training activities) may be included in the proposed budget. These expenses must be justified as specifically required by the proposed program and must not duplicate items generally available at the applicant institution.
Indirect Costs (also known as Facilities & Administrative [F&A] Costs) are reimbursed at 8% of modified total direct costs (exclusive of tuition and fees, consortium costs in excess of $25,000, and expenditures for equipment), rather than on the basis of a negotiated rate agreement.

Any individual(s) with the skills, knowledge, and resources necessary to carry out the proposed research training program as the Training Program Director/Principal Investigator (Training PD/PI) is invited to work with their organization to develop an application for support.

The PD/PI should be an established investigator in the scientific area in which the application is targeted and capable of providing both administrative and scientific leadership to the development and implementation of the proposed program. The PD/PI will be responsible for the selection and appointment of scholars to the approved career development program, and for the overall direction, management, administration, and evaluation of the program. The PD/PI will be expected to monitor and assess the program and submit all documents and reports as required. The PD/PI has responsibility for the day-to-day administration of the program and is responsible for appointing members of the Advisory Committee (when applicable), using their recommendations to determine the appropriate allotment of funds.
This NOFO does not require cost sharing as defined in the NIH Grants Policy Statement Section 1.2 Definition of Terms.
Applicant organizations may submit more than one application, provided that each application is programmatically distinct.

Program faculty should be active researchers in the biomedical sciences as demonstrated by recent publications and research support in the proposed career development program. Programs are encouraged to recruit prospective preceptors/mentors with relevant experience and expertise to advance the program goals, including faculty at different career stages (for example, early-stage investigators as well as senior faculty). When building a mentoring team, programs should include faculty who are committed to training, mentoring, and providing safe and supportive research training environments. All program faculty should have a mentoring philosophy appropriately tailored to the needs of potential scholars that ensures scholars will receive the tailored mentorship needed to develop skills and advance their career. Mentors are also expected to have, or complete, formal mentoring training and refreshers to enhance their mentoring skills. Program faculty should also have sufficient time to commit to training given their other professional obligations.
The applicant organization will select the scholars to be supported by the research training program and is responsible for establishing eligibility and selection criteria that are consistent with applicable law.
Scholars must have a research or clinical doctorate degree or their equivalents. Applicants are strongly encouraged to confirm IC-specific degree requirements for appointed scholars with the appropriate participating IC as described on the NIH Institutes, Centers, and Offices website.
Scholars to be supported by the institutional career development program must be at the career level for which the planned program is intended. Scholars are expected to devote a minimum of 9 person-months (75% of full-time professional effort) during the appointment on the K12 award; however, a minimum of 6 person-months is permissible for certain surgical and interventional clinical specialties. Applicants are strongly encouraged to confirm IC-specific minimum effort requirements for appointed scholars with the appropriate participating IC as described on the NIH Institutes, Centers, and Offices website.
Scholars must be citizens or noncitizen nationals of the United States or have been lawfully admitted for permanent residence at the time of appointment. Additional details on citizenship requirements are available in the NIH Grants Policy Statement.
Individuals who are or were PDs/PIs on NIH Small Grant (R03), Exploratory/Developmental Grant (R21), Planning Grant (R34/U34), Dissertation Award (R36), SBIR/STTR Award, Transition Scholar Award (K38) are eligible to be appointed as scholars. However, individuals who have served as PDs/PIs of substantial research project grants (R01), project leaders on sub-projects of multi-component awards, such as program projects (P01) or Center grants (e.g. P50, U54) or the equivalent, are not eligible for appointment under this program. Individuals who have been previously supported by NIH or non-NIH career development awards are not eligible. Scholars may not concurrently hold any other PHS award that duplicates the provisions of this award.

A. Background
Institutions with existing programs must explain what distinguishes this program from the others, how their programs will synergize with one another, if applicable, and make it clear that the pool of faculty, potential scholars, and resources are all robust enough to support additional programs.
B. Research Career Development Program Plan
a. Program Administration.
When a program administrator position is planned, a description of the scientific expertise, leadership, and administrative capabilities essential to coordinate a program for developing investigators must be included in the application.

b. Program Faculty
Provide a description of how mentors or mentoring teams are established for appointed scholars and how the program will ensure the success of the mentor-mentee relationship. Describe how mentor assessments will be used to improve mentor skills and competencies.
If any mentors will supervise a Scholar gaining research experience in a clinical trial, provide documentation of their expertise, experience, and ability to provide guidance in the organization, management and implementation of the proposed clinical trial, ancillary, or feasibility study and help him/her to meet the study timelines.
c. Proposed Training.
Describe how the proposed career development program will enhance the transition to independence of the appointed scholars and provide program expectations with respect to submission of applications for subsequent support that builds on the scholars' research experience supported by this program.
If a partnership with another academic institution or organization is proposed to support research training or contribute to the professional development of a scholar provide a detailed description of the rationale and the methods for ensuring a strong partnership. Strategies to overcome any logistical challenges should be included.
d. Training Program Evaluation: While funded programs are expected to conduct ongoing program evaluations to monitor the effectiveness of the training activities, Training Program Evaluation is not considered human subjects research.
It is expected that proposed evaluation plans will be based on best practices for program evaluation, to include the program logic model and how that model will facilitate evaluation plans.
e. Scholar Candidates and Retention Plans
Describe the proposed support structure and appointment processes, including the stage in the scholars' careers for which they will be supported on the award and the length of appointments.
f. Institutional Environment and Commitment to Training
The sponsoring institution must assure support for the proposed program, including assurance that sufficient time will be allowed for the PDs/PIs and other Program Faculty to contribute to the proposed program, and that there will be protected time for scholars (6-9 person months, equivalent to 50%-75% effort) selected for the program. Please note that not all participating ICs permit 6 CM effort for appointed scholars. Applicants are strongly encouraged to review the information on the NIH Institutes, Centers, and Offices website and consult with relevant IC program staff prior to submission.
g. Training outcomes
For renewal applications, describe the results of the most recent program evaluation and how those data were utilized to improve the overall program. Explain contextual factors (captured during the evaluation) that might explain differences in training outcomes from expectations.

All applications for support under this NOFO must include a plan to fulfill NIH requirements for instruction in the Responsible Conduct of Research (RCR). Taking into account the specific characteristics of the career development program, the level of scholar experience, and the particular circumstances of the scholars, the reviewers will evaluate the adequacy of the proposed RCR career development in relation to the following five required components: 1) Format - Does the plan satisfactorily address the format of instruction, e.g., lectures, coursework and/or real-time discussion groups, including face-to-face interaction? (A plan involving only on-line instruction is not acceptable.); 2) Subject Matter – Does the plan include a sufficiently broad selection of subject matter, such as conflict of interest, authorship, data management, human subjects and animal use, laboratory safety, research misconduct, research ethics? 3) Faculty Participation - Does the plan adequately describe how faculty will participate in the instruction? For renewal applications, are all career development faculty who served as course directors, speakers, lecturers, and/or discussion leaders during the past project period named in the application? 4) Duration of Instruction - Does the plan meet the minimum requirements for RCR, i.e., at least eight contact hours of instruction? 5) Frequency of Instruction – Does the plan meet the minimum requirements for RCR, i.e., at least once during each career stage (undergraduate, post-baccalaureate, predoctoral, postdoctoral, and faculty levels) and at a frequency of no less than once every four years?
For renewal applications, does the progress report document acceptable RCR instruction in the five components described above? Does the plan describe how participation in RCR instruction is being monitored? Are appropriate changes in the plan for RCR instruction proposed in response to feedback and in response to evolving issues related to responsible conduct of research?
Does the plan for Instruction in Methods for Enhancing Reproducibility describe how the program will provide career development related to scientific reasoning, rigorous research design, relevant experimental methods, consideration of relevant biological variables such as sex, authentication of key biological and/or chemical resources, quantitative approaches, and data analysis and interpretation, appropriate to field of study and the level and prior preparation of the scholars?
For renewal applications, does the progress report document appropriate changes in the plan for Methods for Enhancing Reproducibility in response to feedback and to evolving issues related to the conduct of rigorous and reproducible research?
For Resubmissions (as applicable), the committee will evaluate the application as now presented, taking into consideration the responses to comments from the previous scientific review group and changes made to the project.
For Renewals (as applicable), the committee will consider the progress made in the last funding period.
For Revisions (as applicable), the committee will consider the appropriateness of the proposed expansion of the scope of the project. If the Revision application relates to a specific aspect of the original application that was not recommended for approval by the committee, then the committee will consider whether the responses to comments from the previous scientific review group are adequate and whether substantial changes are clearly evident.
As applicable for the project proposed, reviewers will consider each of the following items, but will not give scores for these items, and should not consider them in providing an overall impact score.
Reviewers will assess the information provided in this section of the application, including (1) the Select Agent(s) to be used in the proposed research, (2) the registration status of all entities where Select Agent(s) will be used, (3) the procedures that will be used to monitor possession use and transfer of Select Agent(s), and (4) plans for appropriate biosafety, biocontainment, and security of the Select Agent(s).
Reviewers will consider whether the budget and the requested period of support are fully justified and reasonable in relation to the proposed research.
Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s), convened by CSR, with NIH peer review policies and practices, using the stated review criteria. Assignment to a Scientific Review Group will be shown in the eRA Commons.
As part of the scientific peer review, all applications will receive a written critique.
Applications may undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.
Requests for reconsideration of initial peer review will not be accepted for applications submitted in response to this NOFO.
Applications will be assigned on the basis of established PHS referral guidelines to the appropriate NIH Institute or Center. Applications will compete for available funds with all other recommended applications. A Notice of Award (NoA) is the official authorizing document notifying the applicant that an award has been made and that funds may be requested from the designated HHS payment system or office. The NoA is signed by the Grants Management Officer and emailed to the recipient's business official.
In accepting the award, the recipient agrees that any activities under the award are subject to all provisions currently in effect or implemented during the period of the award, other Department regulations and policies in effect at the time of the award, and applicable statutory provisions.

All activities proposed in your application and budget narrative must align with applicable law, including but not limited to statutes, executive orders, federal regulations and applicable judicial holdings. For applications involving funding Medication-Assisted Treatment (MAT) or medications for opioid use disorder (MOUD), this funding should be used to provide comprehensive treatment and recovery support services rather than medication-only models for opioid use disorder. Services should include medications, where clinically indicated, in conjunction with psychosocial and other treatment and recovery support services. As of October 1, 2025, HHS has adopted 2 CFR Part 200, with some modifications included in 2 CFR Part 300. These regulations replace those in 45 CFR Part 75. However, for NIH, under the Consolidated Appropriations Act for FY 2026, (P.L. 119-75, Division B, Title II, Sec. 224), the provisions relating to indirect costs in 45 CFR 75 continue to apply to NIH awards. Consistent with the statute, NIH will not apply updated thresholds outlined within 2 CFR Part 200, at this time.
