Funding Opportunity Purpose

Invasive surgical procedures in humans offer the unique opportunity to intracranially record and stimulate neuronal activity within precisely localized brain structures, enabling high-impact human neuroscience investigations. This NOFO seeks exploratory research projects, from newly formed or established multi-disciplinary teams, to understand how dynamic activity of single cells and ensembles of neurons in spatially organized networks gives rise to the internal states we experience as sensations, perceptions, emotions, thoughts, and memories, and to observable motor and social behaviors. The project should be proposed as exploratory research and planning activities to establish feasibility and early-stage development that, if successful, would support, enable, and/or lay the groundwork for a potential, subsequent research project grant application using invasive neural recording and stimulation technologies in the human brain. Projects should maximize opportunities to conduct innovative in vivo human neuroscience research made available by direct access to the brain from invasive surgical procedures. Projects should employ approaches guided by specified theoretical constructs and by quantitative, mechanistic models where appropriate.

Recipients will join a consortium working group, coordinated by the NIH, to identify consensus standards of practice, including neuroethical considerations, to collect and provide data for ancillary studies, and to aggregate and standardize data for dissemination among the wider scientific community.

Section I. Notice of Funding Opportunity Description

Background

Since 2014, the Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative has aimed to accelerate the development and application of innovative neurotechnologies, enabling researchers to produce a new dynamic picture of the brain that reveals how individual cells and complex neural circuits interact in both time and space. It is expected that these advances will ultimately lead to new ways to treat and prevent brain disorders.

As one of several federal agencies involved in the BRAIN Initiative, NIH's contributions to the BRAIN initiative were initially guided by "BRAIN 2025: A Scientific Vision," a strategic plan that detailed seven high-priority research areas. This plan was updated and enhanced in 2019 by: "The BRAIN Initiative 2.0: From Cells to Circuits, Toward Cures" and "The BRAIN Initiative and Neuroethics: Enabling and Enhancing Neuroscience Advances for Society". This and other BRAIN Initiative NOFOs are based on this vision and issued with input from Advisory Councils of the 10 NIH Institutes and Centers supporting the BRAIN Initiative, as assisted by the NIH BRAIN Multi-Council Working Group.

The BRAIN Initiative requires a high level of coordination and sharing between investigators. It is expected that BRAIN Initiative recipients will cooperate and coordinate their activities after awards are made by participating in Program Director/Principal Investigator (PD/PI) meetings and in other activities such as the BRAIN Biennial Initiative Conference. The data sharing expectations for BRAIN Initiative awards can be found at NOT-MH-19-010.

The BRAIN Initiative Research Opportunities in Humans Program

This program provides support for research projects focused on investigative neuroscience with intracranial access to recording and manipulating the brain directly. Investigations within the human brain offer revolutionary, but challenging, opportunities for experimental investigation in how the human brain senses, perceives, remembers, plans, makes decisions, registers emotions, engages language, and activates movements. By leveraging surgical procedures with direct access to the brain, there is the opportunity to design experiments specifically about human neuroscience in ways that are otherwise impossible. While fundamental basic research often provides insights relevant to disorders of the nervous system, this program is not intended to support research targeting disease mechanisms or therapeutics.

Research opportunities involving invasive, higher resolution stimulation/recording devices in human neuroscience research often have limited time windows. These opportunities are mostly restricted to patients undergoing neurosurgical procedures or implantation for less than 30 days with devices such as ECoG/EEG grids and indwelling penetrating arrays. There are few stimulating/recording devices that are FDA market-approved for implantation for greater than 30 days. These inherent challenges associated with research using invasive devices in the human nervous system therefore require a high degree of planning and interdisciplinary collaboration.

NOFO Research Objectives

Applications should include exploratory research and planning activities to establish feasibility and early-stage development that, if successful, would support, enable, and/or lay the groundwork for a potential, subsequent research project grant application using invasive neural recording and stimulation technologies in the human brain. Projects should maximize opportunities to conduct innovative in vivo human neuroscience research made available by direct access to the brain from invasive surgical procedures. Applicants should propose prospective testing and validation of explicit or model-driven hypotheses. Projects should engage multidisciplinary teams consisting of clinicians, scientists, device engineers, data/computational scientists, regulatory experts and ethics specialists. Mentorship relationships that would facilitate acquisition or expansion of special research expertise for investigators in intracranial studies in humans are encouraged. Teams may be assembled within a single institution, but because of the likelihood of a limited number of patients at any single research center, integration of research teams in the form of new collaborations between sites is strongly encouraged. Collaboration with sites/centers that are not yet part of the Research Opportunities in Humans Consortium is also highly encouraged.

Recipients are expected to actively participate in a consortium working group, coordinated by the NIH, to identify consensus standards of practice, including neuroethical considerations, to collect and provide data for ancillary studies, and to aggregate and standardize data for dissemination among the wider scientific community.

We anticipate that implantable devices for most of these applications will rely on existing technology sufficiently advanced for an IRB non-significant risk designation, and/or an FDA IDE without needing significant additional pre-clinical testing on the device. We also anticipate that newly IDE-approved devices may become available over the course of these awards. NIH BRAIN is supporting new device development and regulatory approval through other NIH BRAIN initiatives, including the availability of template Memoranda of Agreements (MOUs), Confidential Disclosure Agreements (CDAs) and Collaborative Research Agreements (CRAs) with various private and commercial device providers that may facilitate recipients to adopt novel technologies (see http://braininitiative.nih.gov/ for up-to-date information and NIH Scientific/Research contacts). Where appropriate, applicants are encouraged to anticipate potential and alternative plans for adopting newly available technologies. 

Activities Supported

The list below includes representative, but not exhaustive, examples of activities that could be considered responsive to this NOFO.

  • Utilize direct intracranial recording with or without stimulation.
  • Combine multi-modal techniques whereby intracranial recordings with or without stimulation technologies are synchronized in real time with non-invasive technologies, external wearables, and/or other modalities to measure brain function across spatial and temporal scales.
  • Utilize other relevant invasive or non-invasive measurement, such as neurochemical recordings, in conjunction with intracranial recording and stimulation approaches.
  • Propose a combination of quantitative psychophysics and behavioral assays in combination with intracranial brain recording and stimulation that test innovative mechanistic hypotheses. Behavioral assays with time resolution comparable to neural recording assays are strongly encouraged.
  • Utilize approved, chronic implants, (e.g., DBS implants; FDA-approved indwelling electrodes) to address mechanistic hypotheses about brain function, plasticity, etc.

  • Investigative studies for understanding the neurobiology of complex cognitive functions in humans.
  • New approaches to understanding neural coding of sensory information.
  • Paradigms to assess neural circuitry during complex motor behavior.
  • New approaches to understand neural circuitry associated with social behaviors.
  • Circuit functions underlying the brain's ability to store information and to learn new behaviors.
  • New approaches designed to capture and assess information processing across brain regions during memory consolidation, memory retrieval, learning, spatial/relational processing, attention, or planning.
  • Assessment of distributed representations and information processing associated with complex mental processes such as language, decision making, numerical cognition, reasoning, consciousness, and metacognition.
  • Investigation of distributed circuits that contribute to the coordination of motivational states and reward behavior.
  • Empirical and analytical approaches to understand how behavioral states are emergent properties of the interaction of neurons, circuits, and networks.

Consultation with relevant Scientific/Research staff is strongly recommended. If requested by the applicants, staff can advise whether the proposed project meets the goals of this NOFO and the mission of the BRAIN Initiative, and discuss responsiveness questions. Staff will not evaluate the technical and scientific merit of the proposed project; technical and scientific merit will be determined during peer review using the review criteria indicated in this NOFO. During the consultation phase, if the proposed project does not meet the programmatic needs of this NOFO, applicants will be strongly encouraged to consider other Funding Opportunities.

Applications Not Responsive to this NOFO

The following types of applications are not responsive to this NOFO and will not be reviewed:

  • Human research studies that include clinical trials designed to answer specific questions about safety, tolerability, efficacy, and/or effectiveness of pharmacologic, behavioral, biologic, surgical, or device (invasive or non-invasive) interventions (e.g., phase 1, phase II, phase II, or pivotal clinical trials).
  • Studies designed primarily to develop or improve disease/disorder therapeutics or devices.

  • Imaging approaches not coupled with intracranial interventions, recording or stimulation.
  • Implementing rehabilitation therapies.

  • Projects focused on enhancing mental and cognitive functions beyond what is necessary to maintain health.

Team management plan

An "Other Attachment" of up to 1-page entitled “Team management plan” must be included as a separate attachment in pdf format. NIH strongly encourages applicants to form multidisciplinary teams that consist of clinicians, scientists, device engineers, mathematicians, statisticians, data scientists, regulatory experts and ethics specialists, as appropriate. This multidisciplinary team should be able to address the details of the plans and experiments, and to execute the research strategy. An organizational structure that clearly defines the team structure and relationships among the various components should be described in the team management plan and illustrated in an organizational chart. This plan should also describe the governance and organizational structure of the leadership team, including communication plans, processes for making decisions on scientific direction, and procedures for resolving conflicts. For publications, policies to address the ordering and recognition of authors, and decisions about what material to publish, consistent with the interests of commercial partners (where applicable), should be presented.

The team management plan should establish a Scientific Steering Group that consists of representatives from each of the partnering organizations and meets regularly to discuss project status, problems, and directions. Research Strategy:

Applications to this NOFO must propose to investigate fundamental questions in human neuroscience using direct intracranial recording with or without stimulation technologies. Harmonization of research subject recruitment and methods (including collection, curation, and analysis) across multiple sites should be well planned and described as appropriate and consistent with achieving the goals of the program. While fundamental basic research often generates insights relevant to disorders of the nervous system, this NOFO is not intended to generate research that is explicitly disease-related.

All applications are required to include the following points, which must be incorporated within the page limits of the Research Strategy:

  • Statement of the fundamental questions in neuroscience to be addressed, including justification of the theoretical and conceptual framework and computational model(s) that drive the research design and questions, and discussion of the analytical methods for interpreting the results.
  • Description of how the proposed R61 application will enable the research goals of future research project grant application.   • Description of how studies in brain tissue, potentially affected by the disease or disorder, can adequately address the research questions, including comparison to complementary studies in animals if appropriate and feasible.
  • Justification of recording/manipulation methods and parameters that will be employed or developed, and how the invasive intervention and/or the implantation of foreign (device) materials may confound the interpretation of results.
  • If complementary animal studies are proposed, non-human, experimental components must be adequately described and justified.
  • Description of a timeline for completion of tractable research goals, strategic goals, and key stages of progress for the project, especially in terms of participant accrual.

Section 3- Protection and Monitoring Plans

3.1 Protection of Human subjects

Neuroethical considerations

Applicants must describe and discuss the following in detail:

  • The process of informed consenting of research subjects who can expect no direct benefit from engaging in the investigative research proposed,
  • Considerations of FDA-defined conditions of non-significant risk/significant risk beyond established standards of clinical care,
  • Ethical and practical considerations of invasive device maintenance and ultimate removal, and other ethical issues specific to invasive human neuroscience research (e.g., compensation, informed consent, undue influence, therapeutic misconception and capacity, dual roles of clinician and investigator, etc.),
  • The consent methodology should address how the possibility of coercion or undue influence, and therapeutic misconception, will be minimized.

Please note that the Federal mandate for cooperative research at 45 CFR 46.114 requires a single IRB and the National Institutes of Health (NIH) Policy on the Use of a Single Institutional Review Board of Record for Multi-Site Research establishes the expectation that all sites participating in multi-site studies involving non-exempt human subjects research funded by the National Institutes of Health (NIH) will use a single Institutional Review Board (sIRB) to conduct the ethical review required by the Department of Health and Human Services regulations for the Protection of Human Subjects at 45 CFR Part 46 (NOT-OD-16-094).

Long-Term Plan for Patients: Applicants must describe a plan for the care of patients at the end of the study and after the study period, if appropriate. These plans may vary from project to project, but examples might include 1) explant of indwelling devices once the approved study period is complete, 2) surgical removal of batteries and capping the exposed metals from leads/IS-1 connectors, 3) manufacturer-supported device maintenance for particpants , as appropriate, 4) manufacturer support for filing of compassionate use exemptions for device maintenance, etc.

Applications that do not address neuroethical considerations will be withdrawn as incomplete.

Delayed Onset Study

Note: Delayed onset does NOT apply to a study that can be described but will not start immediately (i.e., delayed start). All instructions in the How to Apply- Application Guide must be followed.

3. Unique Entity Identifier and System for Award Management (SAM)

4. Submission Dates and Times

Part I. contains information about Key Dates and times. Applicants are encouraged to submit applications before the due date to ensure they have time to make any application corrections that might be necessary for successful submission. When a submission date falls on a weekend or Federal holiday, the application deadline is automatically extended to the next business day.

Organizations must submit applications to Grants.gov (the online portal to find and apply for grants across all Federal agencies). Applicants must then complete the submission process by tracking the status of the application in the eRA Commons, NIH’s electronic system for grants administration. NIH and Grants.gov systems check the application against many of the application instructions upon submission. Errors must be corrected and a changed/corrected application must be submitted to Grants.gov on or before the application due date and time.  If a Changed/Corrected application is submitted after the deadline, the application will be considered late. Applications that miss the due date and time are subjected to the NIH Grants Policy Statement Section 2.3.9.2 Electronically Submitted Applications.

1. Criteria

Only the review criteria described below will be considered in the review process. Applications submitted to the NIH in support of the NIH mission are evaluated for scientific and technical merit through the NIH peer review system.

This R61 will support exploratory human neuroscience research and planning activities to establish feasibility and early-stage development that, if successful, would lay the groundwork for a potential, subsequent research project grant application using invasive neural recording and stimulating technologies in the human brain. Preliminary data on feasibility are not required but can be included if available.

Overall Impact

Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following scored review criteria and additional review criteria (as applicable for the project proposed). An application does not need to be strong in all categories to be judged likely to have a major scientific impact.

Scored Review Criteria

Reviewers will consider Factors 1, 2 and 3 in the determination of scientific merit, and in providing an overall impact score. In addition, Factors 1 and 2 will each receive a separate factor score. 

 

Significance

  • Evaluate the importance of the proposed research in the context of current scientific challenges and opportunities, either for advancing knowledge within the field, or more broadly. Assess whether the application addresses an important gap in knowledge in the field, would solve a critical problem, or create a valuable conceptual or technical advance.
  • Evaluate the rationale for undertaking the study, the rigor of the scientific background for the work (e.g., prior literature and/or preliminary data) and whether the scientific background justifies the proposed study.

Innovation

  • Evaluate the extent to which innovation influences the importance of undertaking the proposed research. Note that while technical or conceptual innovation can influence the importance of the proposed research, a project that is not applying novel concepts or approaches may be of critical importance for the field.
  • Evaluate whether the proposed work applies novel concepts, methods or technologies or uses existing concepts, methods, technologies in novel ways, to enhance the overall impact of the project.

Specific to this NOFO

  • Evaluate the extent the project investigates high-impact questions in human neuroscience as appropriate for the goals of this NOFO and the BRAIN Initiative.
  • Evaluate how the project will lay the groundwork for subsequent research project grant applications.

  • For applications involving human subjects or vertebrate animals, also evaluate:
    • the rigor of the intervention or study manipulation (if applicable to the study design).

    • whether the results will be generalizable or, in the case of a rare disease/special group, relevant to the particular subgroup.
    • whether the study population appropriately models the target population.
  • For applications involving human subjects, including clinical trials, assess the adequacy of inclusion plans as appropriate for the scientific goals of the research. Considerations of appropriateness may include disease/condition/behavior incidence, prevalence, or population burden, population representation, and/or current state of the science.

Feasibility:

  • Evaluate whether the proposed approach is sound and achievable, including plans to address problems or new challenges that emerge in the work. For proposed studies in which feasibility may be less certain, evaluate whether the uncertainty is balanced by the potential for major advances.
  • For applications involving human subjects, including clinical trials, evaluate the adequacy and feasibility of the plan to recruit and retain a study population that appropriately models the target population. Additionally, evaluate the likelihood of successfully achieving the proposed enrollment based on age, race, ethnicity, and sex.
  • For clinical trial applications, evaluate whether the study timeline and milestones are feasible.

Specific to this NOFO

  • Evaluate the extent the application addresses why the studies are best engaged in humans (vs. nonhuman species).

Evaluate whether the institutional resources are appropriate to ensure the successful execution of the proposed work.

Specific to this NOFO

  • Evaluate whether the project engages multidisciplinary teams consisting of clinicians, scientists, device engineers, data/computational scientists, regulatory experts, and ethics specialists, as appropriate.

Additional Review Criteria

As applicable for the project proposed, reviewers will consider the following additional items while determining scientific and technical merit, but will not give criterion scores for these items, and should consider them in providing an overall impact score.

 

For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects; 2) adequacy of protection against risks; 3) potential benefits to the subjects and others; 4) importance of the knowledge to be gained; and 5) data and safety monitoring for clinical trials.

For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, evaluate: 1) the justification for the exemption; 2) human subjects involvement and characteristics; and 3) sources of materials. For additional information on review of the Human Subjects section, please refer to the Guidelines for the Review of Human Subjects.

This NOFO only accepts applications that do not propose clinical trials. Note: Applications may propose activities involving human subjects that are not deemed clinical trials.


 

When the proposed research includes Vertebrate Animals, evaluate the involvement of live vertebrate animals according to the following criteria: (1) description of proposed procedures involving animals, including species, strains, ages, sex, and total number to be used; (2) justifications for the use of animals versus alternative models and for the appropriateness of the species proposed; (3) interventions to minimize discomfort, distress, pain and injury; and (4) justification for euthanasia method if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals. For additional information on review of the Vertebrate Animals section, please refer to the Worksheet for Review of the Vertebrate Animals Section.


 

When the proposed research includes Biohazards, evaluate whether specific materials or procedures that will be used are significantly hazardous to research personnel and/or the environment, and whether adequate protection is proposed.


 

As applicable, evaluate the full application as now presented.


 

As applicable, evaluate the progress made in the last funding period.


 

As applicable, evaluate the appropriateness of the proposed expansion of the scope of the project.


Additional Review Considerations

As applicable for the project proposed, reviewers will consider each of the following items, but will not give scores for these items, and should not consider them in providing an overall impact score.

 

For projects involving key biological and/or chemical resources, evaluate the brief plans proposed for identifying and ensuring the validity of those resources.


 

Evaluate whether the budget and the requested period of support are fully justified and reasonable in relation to the proposed research.


2. Review and Selection Process

Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s) in accordance with NIH peer review policies and practices, using the stated review criteria. Assignment to a Scientific Review Group will be shown in the eRA Commons.

As part of the scientific peer review, all applications will receive a written critique.

Applications may undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.

Requests for reconsideration of initial peer review will not be accepted for applications submitted in response to this NOFO. 

Applications will be assigned on the basis of established PHS referral guidelines to the appropriate NIH Institute or Center. Applications will compete for available funds with all other recommended applications submitted in response to this NOFO. Following initial peer review, recommended applications will receive a second level of review by the appropriate national Advisory Council or Board. The following will be considered in making funding decisions:

  • Scientific and technical merit of the proposed project as determined by scientific peer review.
  • Availability of funds.
  • Relevance of the proposed project to program priorities.

If the application is under consideration for funding, NIH will request "just-in-time" information from the applicant as described in the NIH Grants Policy Statement Section 2.5.1. Just-in-Time Procedures. This request is not a Notice of Award nor should it be construed to be an indicator of possible funding.

Prior to making an award, NIH reviews an applicant’s federal award history in SAM.gov to ensure sound business practices. An applicant can review and comment on any information in the Responsibility/Qualification records available in SAM.gov. NIH will consider any comments by the applicant in the Responsibility/Qualification records in SAM.gov to ascertain the applicant’s integrity, business ethics, and performance record of managing Federal awards per 2 CFR Part 200.206 “Federal awarding agency review of risk posed by applicants.” This provision will apply to all NIH grants and cooperative agreements except fellowships.

3. Anticipated Announcement and Award Dates

After the peer review of the application is completed, the PD/PI will be able to access his or her Summary Statement (written critique) via the eRA Commons. Refer to Part 1 for dates for peer review, advisory council review, and earliest start date.

Section VI. Award Administration Information

1. Award Notices

A Notice of Award (NoA) is the official authorizing document notifying the applicant that an award has been made and that funds may be requested from the designated HHS payment system or office. The NoA is signed by the Grants Management Officer and emailed to the recipient’s business official.

In accepting the award, the recipient agrees that any activities under the award are subject to all provisions currently in effect or implemented during the period of the award, other Department regulations and policies in effect at the time of the award, and applicable statutory provisions.

Recipients must comply with any funding restrictions described in Section IV.6. Funding Restrictions. Any pre-award costs incurred before receipt of the NoA are at the applicant's own risk.  For more information on the Notice of Award, please refer to the NIH Grants Policy Statement Section 5. Institutional Review Board or Independent Ethics Committee Approval: Recipient institutions must ensure that protocols are reviewed by their IRB or IEC. To help ensure the safety of participants enrolled in NIH-funded studies, the recipient must provide NIH copies of documents related to all major changes in the status of ongoing protocols.

2. Administrative and National Policy Requirements

The following Federal wide and HHS-specific policy requirements apply to awards funded through NIH:

All federal statutes and regulations relevant to federal financial assistance, including those highlighted in NIH Grants Policy Statement Section 4 Public Policy Requirements, Objectives and Other Appropriation Mandates.

By applying for or accepting federal funds from HHS, recipients certify compliance with all federal antidiscrimination laws and these requirements and that complying with those laws is a material condition of receiving federal funding streams. Recipients are responsible for ensuring subrecipients, contractors, and partners also comply.

Applicants and recipients are strongly encouraged to refer to the NIH Director’s Statement of Priorities, entitled “Advancing NIH’s Mission Through a Unified Strategy.” 

Recipients are responsible for ensuring that their activities comply with all applicable federal regulations. Pursuant to 2 CFR 200.340, by accepting an NIH award, the recipient agrees that continued funding for the award is contingent upon the availability of appropriated funds, recipient satisfactory performance, compliance with the Terms and Conditions of the award, and may also otherwise be terminated, to the extent authorized by law, if the agency determines that the award no longer effectuates the program goals or agency priorities, in line with 2 CFR 200.340(a)(4).

Pursuant to the Cybersecurity Act of 2015, Div. N, § 405, Pub. Law 114-113, 6 USC § 1533(d), the HHS Secretary has established a common set of voluntary, consensus-based, and industry-led guidelines, best practices, methodologies, procedures, and processes.

Successful recipients under this NOFO agree that:

When recipients, subrecipients, or third-party entities have:

  • ongoing and consistent access to HHS owned or operated information or operational technology systems; and
  • receive, maintain, transmit, store, access, exchange, process, or utilize personal identifiable information (PII) or personal health information (PHI) obtained from the awarding HHS agency for the purposes of executing the award.

Cybersecurity plans and procedures must at minimum include the following:

  • Develop cybersecurity plans and procedures, modeled after the NIST Cybersecurity framework, to protect HHS systems and data:
    • Identify:
      • Develop an inventory of all assets and accounts with access to HHS owned and operated information or operational technology systems or which obtain PII or PHI for the purposes of the award.
    • Protect:
      • Limit access to HHS owned and operated systems to only those in need of access to complete reward activities.
      • Require all staff to complete annual cybersecurity and privacy awareness training. Visit 405(d): Knowledge on Demand (hhs.gov) to obtain free trainings, if needed.
      • Enable multifactor authentication for all employees, subrecipients, and third-party entities to access HHS owned and operated information or operational technology systems.
      • Regularly backup sensitive data and test backups.
    • Detect:
      • Install anti-virus or anti-malware software on all devices, servers, and accounts used to connect to HHS owned and operated systems.
    • Respond:
      • Develop an incident response plan. See Incident-Response-Plan-Basics_508c.pdf (cisa.gov) to learn about developing incident response plans.
      • Have cybersecurity incident reporting procedures that ensure the relevant HHS awarding agencies are notified of a cybersecurity incident within 48 hours of discovery. A cybersecurity incident is defined as an unplanned interruption to a technology service or reduction in the quality of a technology service, or an occurrence that actually or potentially jeopardizes the confidentiality, integrity, or availability of an information system or the information the system processes, stores, or transmits.
    • Recover:
      • Investigate incidents and plug any security gaps identified. 

All activities proposed in your application and budget narrative must align with applicable law, including but not limited to statutes, executive orders, federal regulations and applicable judicial holdings.  Accordingly, discretionary awards shall not be used to fund, promote, encourage, subsidize, or facilitate; racial preferences or other forms of racial discrimination by the recipient, including activities where race or intentional proxies for race will be used as a selection criterion for employment or program participation; denial by the recipient of the sex binary in humans, or the belief that sex is a chosen or mutable characteristic; illegal immigration; or any other initiatives that compromise public safety.  If an application does not align, the application will not receive funding to the extent permitted by law and applicable court orders.

A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement Section 8.6 Closeout. Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 2 CFR Part 200.301.
