Notice of Funding Opportunity Purpose

This Notice of Funding Opportunity (NOFO) invites exploratory grant applications, hereafter referred to as the Novel Experiential Technologies Assisting Individual learning Hubs or NExT AI Hubs (formerly Learning Disabilities Innovation Hubs), to address  the impact of Artificial Intelligence (AI) technologies on developmental outcomes in children diagnosed with or at risk for developing  a specific learning disability (SLD) impacting reading, writing, and mathematics. NExT AI Hubs include a single Research Project and a Leadership Core that support the goals and aims of the Hub. This NOFO seeks to serve as a catalyst to 1) speed the maturation of nascent/novel, high-impact, high-risk research that advances understanding of the role AI technology plays in supporting, improving, or limiting the learning, cognitive, and socio-emotional needs of children at risk for or diagnosed with SLDs, 2) build an evidence base for the SLD community to inform policy or practice, and 3) provide project-embedded, career-enhancing research and professional development opportunities to support the next generation of transdisciplinary SLD scientists. This initiative provides opportunities to support planning and building a body of research and corresponding intellectual infrastructure to enable NExT AI investigators to compete for large research and program project opportunities in the future.

This NOFO aims to integrate research topics that are of relevance to various research programs at the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) and align with the NICHD Strategic Plan. The NOFO intends to build cross-programmatic, transdisciplinary and cross-cutting scientific research, and critically nurture the development of early career investigators capable of conducting this research.

Section I. Notice of Funding Opportunity Description

Background

Children and adolescents (defined here as birth through age 18) are increasingly exposed to and engaged with artificial intelligence (AI) technologies across both formal and informal learning environments. These technologies are often promoted as promising tools for supporting academic learning, cognitive growth, and socio-emotional development. However, there remains limited scientific evidence regarding whether, how, and for whom AI technologies can be used effectively to support learning. This Notice of Funding Opportunity (NOFO) invites applications for exploratory research grants, referred to as NExT AI Hubs, aimed at advancing understanding of how AI technologies influence learning, cognition, and socio-emotional development in children diagnosed with or at risk for specific learning disabilities (SLDs) in reading, writing, and/or mathematics.

For the purposes of this NOFO, AI is defined as technology that applies scientific and engineering principles to create intelligent systems capable of simulating aspects of human learning, reasoning, decision making, comprehension, and creativity. AI technologies are rapidly evolving and increasingly embedded in everyday contexts such as in homes, schools, and community settings. Children may engage with these tools independently or in collaboration with teachers, caregivers, or peers. While AI technologies have the potential to support learning and development, they may also present risks or unintended challenges. There is currently limited understanding of the conditions under which AI has beneficial or harmful effects, how individual differences (including co-occurring conditions) shape children's interactions with AI, and how different learning environments influence developmental outcomes over time. 

Research Scope and Objectives

This NOFO supports research examining how children with SLDs, or those at risk for developing SLDs, are exposed to and interact with existing and emerging AI technologies. The goal is to understand how these technologies function as part of the broader learning environment and how they may influence academic, cognitive, and socio-emotional development. This NOFO does not support the development of new AI tools or technologies, nor does it prioritize evaluating the effectiveness of specific commercial products. Instead NICHD seeks to understand AI as a dynamic and evolving context in which learning occurs.

Areas of interest include:

  • The ways children and their caregivers engage with AI technologies
  • The knowledge, skills, and capacities required to use AI tools safely and effectively
  • The features and affordances of AI technologies that may support or hinder learning and development

Given the limited existing research base, applicants are encouraged to pursue exploratory and developmental research questions. Investigators may draw on established evidence from other learning-support technologies to help contextualize findings related to AI. The program emphasizes innovation, tolerates higher levels of scientific risk, and encourages creative approaches to addressing complex public health challenges related to SLDs.

The NExT AI Hubs program is designed to stimulate new lines of inquiry and accelerate the development of a scientific foundation for understanding AI in the context of SLDs. These hubs will coordinate resources, foster transdisciplinary collaboration, and support the professional development of emerging researchers in this area. NExT AI Hubs are intended as time-limited, exploratory research initiatives. Awards may be funded for up to four years and may be renewed once, for a total maximum of eight years. By the end of the funding period, investigators and research programs are expected to be positioned to transition to larger NIH center grants or independent investigator-initiated funding mechanisms..

Alignment with NICHD goals

This NOFO aligns with NICHD's long-standing commitment to research on SLDs and children at risk for literacy and mathematics difficulties. It emphasizes under-studied, innovative topics and prioritizes populations with persistent learning challenges, including children with complex developmental profiles or co-occurring conditions such as ADHD or autism. While the primary focus is on developmental SLDs, applications involving well-characterized pediatric patient populations with multiple disabilities or co-occurring conditions that affect impact learning are also appropriate.  

The NExT AI Hubs program complements the broader NICHD and NIH investments in SLD research and contributes to cross-programmatic efforts to support early career investigators and emerging scientific areas. It also aligns with ongoing NICHD initiatives examining the impact of technology and digital media exposure on child and adolescent development. 

Career enhancement, training, and mentoring

A central goal of this NOFO is to support the professional development of the next generation of transdisciplinary researchers. Each NExT AI Hub is expected to provide project-embedded research opportunities, mentoring, and career development activities for early career investigators. Research and mentorship teams must include individuals with relevant expertise across the proposed project areas, with particular emphasis on AI technologies and their application in learning contexts.

For the purposes of this program, early career investigators may include:

  • Post-baccalaureate trainees
  • Graduate students
  • Postdoctoral scholars and clinical residents
  • Newly independent researchers, including junior faculty, clinician-scientists, and early-stage industry researchers

Community engagement

This NOFO strongly encourages the use of community-engaged research approaches, which involve meaningful, bidirectional partnerships between researchers and community partners. Community engagement can enhance the relevance, quality, and impact of research by ensuring that study questions, methods, and outcomes, align with the needs and priorities of those most affected.

Community-engaged research strategies may include, but are not limited to:

  • Establishing community advisory boards
  • Collaboratively identifying research priorities with community partners
  • Training community members as co-researchers
  • Incorporating community feedback to interpret and validate findings
  • Disseminating results to community audiences
  • Using mixed methods to capture both quantitative outcomes and lived experiences
  • Building long-term community capacity through the research process

No single approach is required, and applicants may tailor engagement strategies to their specific research context.

Examples of Responsive Research Topics

The following examples illustrate research topics that would be responsive to this NOFO. This list is not exhaustive, and applicants are encouraged to propose innovative, evidence-informed approaches.

  • Examine the potential benefits and risks of AI technology use for learning outcomes (e.g., reading, writing, and mathematics) in children with or at risk for SLDs
  • Identifying neurobiological, psychological, or behavioral factors that influence how children with or at risk for SLDs experience AI-supported learning
  • Determining the skills and competencies that children need to safely and effectively engage with AI technologies
  • Investigating how contextual factors (e.g., home, school, and community environments) shape access to and outcomes of AI use
  • Identifying features of AI technologies that support learning, cognition, and socio-emotional development 

Examples of AI Technologies of Interest

For studies with children aged two years and younger, the focus should be on adults as the primary users of AI tools. For studies with children aged three years and older, applications must justify the proposed balance of adult versus child interaction with the AI tool(s) as fitting the goals of the project and the developmental stage of the child. Applicants must also address potential concerns associated with AI use in the project's defined population and include plans to mitigate identified risks. Relevant AI-based tools include, but are not limited to:

  • AI chatbots that assist with homework, problem-solving, orwriting tasks
  • AI-generated study supports such as summaries quizzes, or flashcards
  • AI tools designed to increase engagement, motivation, or persistence
  • Adaptive and personalized learning systems that provide feedback, hints, or alternative instructional approaches)
  • AI tools that modify content formats (e.g., text-to-speech, visual, or video-based content)
  • AI-powered educational games targeting cognitive or socio-emotional skills

Non-Responsive Applications:

Applications will be withdrawn without review if they fall outside the scope of this NOFO. Non-responsive applications include those that:

  • Do not substantially focus on children with or at risk for SLDs in reading, writing, or mathematics
  • Primarily emphasize technology development or usability testing rather than developmental outcomes
  • Focus on technology use by children under age two without involving caregivers as primary users
  • Propose AI-based methods for identifying or diagnosing SLDs
  • Focus exclusively on tools for teachers or caregivers without examining child outcomes
  • Target adults (over age 18) as primary users, unless the adult is a teacher or caregiver supporting child development 

NICHD Data and Resource Sharing Expectations and Requirements:

NICHD expects that data, biospecimens, and results of NICHD-funded research will be shared with the wider scientific community to the extent feasible and in a timely manner. The NIH Data Management and Sharing Policy (NOT-OD-21-013) expects that scientific data will be accessible as soon as possible and no later than the time of an associated publication or the end of the award period, whichever comes first. NIH requires all applications submitted in response to this NOFO to include a Data Management and Sharing Plan (Plan). The Plan is expected to address the Elements as described in Supplemental Information to the NIH Policy for Data Management and Sharing: Elements of an NIH Data Management and Sharing Plan (NOT-OD-21-014). The Plan will be reviewed and approved by NIH Program Staff prior to award. Awardees will be required to comply with their approved Plan and any approved updates.

Specifically, for human data, the NICHD encourages the use of the Data and Specimen Hub (DASH), a centralized resource for researchers to store and access de-identified data from studies funded by NICHD. They can also submit information about the location and availability of biospecimens to DASH, if applicable. Information about DASH may be obtained at https://dash.nichd.nih.gov/.

For applications that aim to co-analyze already archived and shared data with data that have not yet been shared with the broader research community, applicants must describe their Plans for sharing such primary with the broad research community for example through DASH or another established repository. 

If use of DASH is not feasible, NICHD expects awardees to share data and/or biospecimens through other equivalent broad-sharing data and/or biospecimen repositories. For projects generating large-scale human genetic data, applicants should provide a Provisional or Institutional Certification specifying whether the individual-level data can be shared through an NIH approved repository, such as dbGaP, in line with the NIH Genomic Data Sharing Policy (https://grants.nih.gov/grants/guide/notice-files/NOT-OD-14-124.html).

Number of Applications

Applicant organizations may submit more than one application, provided that each application is scientifically distinct.

The NIH will not accept duplicate or highly overlapping applications under review at the same time per NIH Grants Policy Statement Section 2.3.7.4 Submission of Resubmission Application. This means that the NIH will not accept:

  • A new (A0) application that is submitted before issuance of the summary statement from the review of an overlapping new (A0) or resubmission (A1) application.

Specific Aims: Include Specific Aims for the NExT AI Hub project overall. Describe the short- and long-term objectives and goals of the proposed NExT AI Hub. Include the objectives for the Research Project and the Leadership Core.

Research Strategy: The Research Strategy section of the Overall Component serves to 1) introduce the proposed NExT AI Hubs and its objectives, 2) identify the research goals addressed in the proposed Hub, 3) describe the project-embedded research, professional development, and learning opportunities for early career scholars to support their trajectories towards independent SLD research, 4) outline the planned community engagement activities, 5) describe the goals and planned activities for the Leadership Core and 6) importantly, illustrate the synergy between the research and leadership core activities. This section is an opportunity to demonstrate fit and responsiveness with the NOFO and synergies between components of the Hub.

To be responsive to this NOFO, applicants must:

  1. Demonstrate a primary focus on a population of learners at risk for SLDs or diagnosed with one or more SLDs and co-occurring condition(s). Children who have already experienced formal learning opportunities are expected to either face or have already demonstrated significant and sustained learning challenges resistant to intervention. When considering including children preschool-aged and younger, the applicant must directly address what factors (e.g., family history of SLD, prematurity, demonstrated language delay)  increase the likelihood of developing significant difficulties in literacy and/or mathematics.
  2. Describe for each population proposed the developmental epoch(s) under consideration and clearly enumerate the learning and broader cognitive and socio-emotional needs of the population(s) under consideration.
  3. Provide a strong justification for their choice of population and sample characteristics proposed. Applicants need to explicitly describe and utilize innovative recruitment and/or methodological approaches to ensure adequate participant recruitment to increase the scientific rigor and reproducibility of the proposed research.
  4. Plan innovative (potentially high risk) research topics that inform the role that AI-based technologies play in supporting, improving, or limiting the learning experiences of the population(s) proposed.
  5. Provide a strong rationale for the specific choice of technologies and clearly enumerate in the proposal whether the knowledge to be gained is anticipated to be general to technologies of the type(s) selected or specific to the technological choice. Additionally, the applicant must propose research that is able to inform how the attributes of the learners may impact their ability to successfully utilize these technologies to support learning and broader cognitive and socio-emotional development.
  6. Provide a clear description and justification for the anticipated setting(s) where the technologies and learners would interact. Please note clearly any distinctions between anticipated locations for the technology utilization versus where the project data was/will (e.g., extant or de novo data) be collected

All applications should provide an overview of the major goals of the overall project, background information, and the overall importance of the research to the goals of the NOFO. Explain the strategy for achieving the goals defined for the overall grant and how the single Research Project and single Leadership Core relate to that strategy. Explain how the different aspects of the organization, including key personnel, will coordinate and communicate, why they are essential to accomplishing the overall goal of the research, how the combined resources create a synergistic, overall programmatic effort of integrated research. Describe how the project-embedded, research experiences, professional development and learning activities support the next generation of LD scholars. Describe how the community engaged research activities increase relevance of the research to the partners who will use and benefit from the findings.  Include any necessary tables, graphs, figures, diagrams and charts in this section.

Additionally, provide the following information as part of the research strategy:

All applicants must discuss the philosophy, objectives, and potential impact of the proposed Research Project and Leadership Core on SLD research and describe how they would build on resources and expertise of the applicant institution (and collaborative institutions, if applicable). Provide background on recent advances, limitations, and overall impact on research in domains of relevance to the application and more broadly to the field of learning disabilities research.

Letters of Support: Please include only letters that reflect support for overall activities of the entire NExT AI Hub.

Resource Sharing Plan:
Individuals are required to comply with the instructions for the Resource Sharing Plans as provided in the How to Apply - Application Guide.

A Resource Sharing Plan is expected to be provided for the overall Center. Any resources to be developed under the individual core components must be included with the Resource Sharing Plan for the Overall Component. Applicants should describe plans to provide career enhancing opportunities for early career researchers through meaningful integration in the proposed research project and describe the oversight and management of this process by the Leadership Core. The intent is to provide project-embedded, career enhancing research and professional development opportunities to support the next generation of SLD scientists.

Applicants should describe plans for community-engaged research and how these activities will support the overall goals of the Hub.

Specifically, as part of the Leadership Core, the applicant must:

  • Provide an overall management plan for the NExT AI Hub
  • Describe the experience, accomplishments, and expertise of the Core Lead and other key core personnel. Please emphasize group synergies not apparent from individual experiences, accomplishments, and expertise. Information in the biographical sketches may be referenced and should not be repeated here.
  • Explain specific plans and procedures to ensure that the core is cost-efficient. If there are cost-sharing arrangements (note that cost-sharing is not a requirement of this NOFO), describe them.
  • Provide explicit benchmarks that will be used to evaluate the success of the Leadership Core.
  • Develop and include a risk mitigation plan that identifies, monitors, and mitigates known and emergent risks to the scientific project inclusive of the career enhancement and community-engaged research activities.
  • Develop a formal publication plan covering the duration of the project. The publication plan will be requested at the beginning of an award for all funded applications.

Advisory Boards: Because of their complexity and higher risk nature of relevant science, all NExT AI Hubs grants require guidance and interaction with a mix of early-/mid-career and senior members of the scientific community not directly involved in the conduct of the proposed research activities and operations. Applicants must develop plans for an External Advisory Board to provide objective outside counsel and periodic review of the NExT AI Hub's activities and progress including objective input to the PD/PI on the review and recommendations for support of proposed pilot projects (if applicable). Applicants are not to contact or select Advisory Board members at time of application. All applicants should describe the operation of the Board, including size, structure, function, and frequency of meetings, as well as the scientific expertise to be recruited. Members of the Advisory Board are to be selected and confirmed, and notification sent to program staff at NICHD, within four months after the award date. Provisions for costs of the Advisory Board are to be included in the application budget request and justification.

4. Submission Dates and Times

Part I. contains information about Key Dates and times. Applicants are encouraged to submit applications before the due date to ensure they have time to make any application corrections that might be necessary for successful submission. When a submission date falls on a weekend or Federal holiday, the application deadline is automatically extended to the next business day.

Organizations must submit applications to Grants.gov (the online portal to find and apply for grants across all Federal agencies) using ASSIST or other electronic submission systems. Applicants must then complete the submission process by tracking the status of the application in the eRA Commons, NIH's electronic system for grants administration. NIH and Grants.gov systems check the application against many of the application instructions upon submission. Errors must be corrected and a changed/corrected application must be submitted to Grants.gov on or before the application due date and time. 1. Criteria

Only the review criteria described below will be considered in the review process. Applications submitted to NIH in support of the NIH mission are evaluated for scientific and technical merit through the NIH peer review system.

The overall NExT AI Hub Project will be evaluated as an integrated effort. The relationship and contributions of the Research Project and Leadership Core to the central goals of the Hub will be discussed and evaluated. Reviewers will assign an impact score based on assessment of the scientific and technical merit of the NExT AI Hub overall. Reviewers do not need to weigh all components of the application equally and may weight the components as they see fit. 

A proposed Clinical Trial application may include study design, methods, and intervention that are not by themselves innovative but address important questions or unmet needs. Additionally, the results of the clinical trial may indicate that further clinical development of the intervention is unwarranted or lead to new avenues of scientific investigation.

Overall Impact - Overall

Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the project proposed).

Scored Review Criteria - Overall

Reviewers will consider each of the review criteria below in the determination of scientific merit and give a separate score for each. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.

Significance

Does the project address an important problem or a critical barrier to progress in the field? Is the prior research that serves as the key support for the proposed project rigorous? If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?

Specific to this NOFO:

To what extent is there coordination, cohesiveness, and synergy between the Research Project and Leadership Core as they relate to the common goal of the NExT AI Hub?

Will the NExT AI Hub enhance collaborative efforts and bring transdisciplinary perspectives together to advance LD science in the context of the NOFO goals regarding the potential impact of AI on developmental outcomes for children with or at risk for SLDs?

If established, have they demonstrated an ongoing record of accomplishments that have advanced their field(s)? If the project is collaborative or multi-PD/PI, do the investigators have complementary and integrated expertise; are their leadership approach, governance and organizational structure appropriate for the project?

To what extent does the team include established or emerging investigators from complementary research fields that could make a substantial contribution to the NExT AI Hub?

Is a refinement, improvement, or new application of theoretical concepts, approaches or methodologies, instrumentation, or interventions proposed?

Does the design/research plan include innovative elements, as appropriate, that enhance its sensitivity, potential for information or potential to advance scientific knowledge or clinical practice?

Approach

Are the overall strategy, methodology, and analyses well-reasoned and appropriate to accomplish the specific aims of the project? Have the investigators included plans to address weaknesses in the rigor of prior research that serves as the key support for the proposed project? Have the investigators presented strategies to ensure a robust and unbiased approach, as appropriate for the work proposed? Are potential problems, alternative strategies, and benchmarks for success presented? If the project is in the early stages of development, will the strategy establish feasibility and will particularly risky aspects be managed? Have the investigators presented adequate plans to address relevant biological variables, such as sex, for studies in vertebrate animals or human subjects?

Are potential ethical issues adequately addressed? Is the process for obtaining informed consent or assent appropriate? Is the eligible population available? Are the plans for recruitment outreach, enrollment, retention, handling dropouts, missed visits, and losses to follow-up appropriate to ensure robust data collection? Are the planned recruitment timelines feasible and is the plan to monitor accrual adequate? Has the need for randomization (or not), masking (if appropriate), controls, and inclusion/exclusion criteria been addressed? Are differences addressed, if applicable, in the intervention effect due to sex and race/ethnicity?

Are the plans to standardize, assure quality of, and monitor adherence to, the trial protocol and data collection or distribution guidelines appropriate? Is there a plan to obtain required study agent(s)? Does the application propose to use existing available resources, as applicable?

Data Management and Statistical Analysis

Are planned analyses and statistical approach appropriate for the proposed study design and methods used to assign participants and deliver interventions? Are the procedures for data management and quality control of data adequate at clinical site(s) or at center laboratories, as applicable? Have the methods for standardization of procedures for data management to assess the effect of the intervention and quality control been addressed? Is there a plan to complete data analysis within the proposed period of the award?

Will the scientific environment in which the work will be done contribute to the probability of success? Are the institutional support, equipment and other physical resources available to the investigators adequate for the project proposed? Does the project incorporate efficiencies and utilize existing resources (e.g., CTSAs, practice-based research networks, electronic medical records, administrative database, or patient registries) to increase the efficiency of participant enrollment and data collection, as appropriate?

Are potential challenges and corresponding solutions discussed (e.g., strategies that can be implemented in the event of enrollment shortfalls)?

Have the investigators included plans to address weaknesses in the rigor of prior research that serves as the key support for the proposed project? Have the investigators presented strategies to ensure a robust and unbiased approach, as appropriate for the work proposed? 2. Review and Selection Process

Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s) convened by the Center for Scientific Review (CSR), in accordance with NIH peer review policies and practices, using the stated review criteria. Assignment to a Scientific Review Group will be shown in the eRA Commons.

As part of the scientific peer review, all applications will receive a written critique.

Applications may undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.

Appeals of initial peer review will not be accepted for applications submitted in response to this NOFO.

Applications will be assigned to the appropriate NIH Institute or Center. Applications will compete for available funds with all other recommended applications submitted in response to this NOFO. Following initial peer review, recommended applications will receive a second level of review by the National Advisory Child Health and Human Development Council. The following will be considered in making funding decisions:

  • Scientific and technical merit of the proposed project as determined by scientific peer review.
  • Availability of funds.
  • Relevance of the proposed project to program priorities.

Prior to making an award, NIH reviews an applicant's federal award history in SAM.gov to ensure sound business practices. An applicant can review and comment on any information in the Responsibility/Qualification records available in SAM.gov.  NIH will consider any comments by the applicant in the Responsibility/Qualification records in SAM.gov to ascertain the applicant's integrity, business ethics, and performance record of managing Federal awards per 2 CFR Part 200.206 "Federal awarding agency review of risk posed by applicants."  This provision will apply to all NIH grants and cooperative agreements except fellowships.

Section VI. Award Administration Information

1. Award Notices

A Notice of Award (NoA) is the official authorizing document notifying the applicant that an award has been made and that funds may be requested from the designated HHS payment system or office. The NoA is signed by the Grants Management Officer and emailed to the recipient's business official.

In accepting the award, the recipient agrees that any activities under the award are subject to all provisions currently in effect or implemented during the period of the award, other Department regulations and policies in effect at the time of the award, and applicable statutory provisions.

Recipients must comply with any funding restrictions described in Section IV.6. Funding Restrictions. Any pre-award costs incurred before receipt of the NoA are at the applicant's own risk.  For more information on the Notice of Award, please refer to the NIH Grants Policy Statement Section 5. Individual awards are based on the application submitted to, and as approved by, the NIH and are subject to the IC-specific terms and conditions identified in the NoA.

ClinicalTrials.gov: If an award provides for one or more clinical trials. By law (Title VIII, Section 801 of Public Law 110-85), the "responsible party" must register and submit results information for certain "applicable clinical trials" on the ClinicalTrials.gov Protocol Registration and Results System Information Website (https://register.clinicaltrials.gov). Institutional Review Board or Independent Ethics Committee Approval: Recipient organizations must ensure that all protocols are reviewed by their IRB or IEC. To help ensure the safety of participants enrolled in NIH-funded studies, the recipient must provide NIH copies of documents related to all major changes in the status of ongoing protocols.

Data and Safety Monitoring Requirements: The NIH policy for data and safety monitoring requires oversight and monitoring of all NIH-conducted or -supported human biomedical and behavioral intervention studies (clinical trials) to ensure the safety of participants and the validity and integrity of the data. Investigational New Drug or Investigational Device Exemption Requirements: Consistent with federal regulations, clinical research projects involving the use of investigational therapeutics, vaccines, or other medical interventions (including licensed products and devices for a purpose other than that for which they were licensed) in humans under a research protocol must be performed under a Food and Drug Administration (FDA) investigational new drug (IND) or investigational device exemption (IDE).

2. Administrative and National Policy Requirements

The following Federal wide and HHS-specific policy requirements apply to awards funded through NIH:

All federal statutes and regulations relevant to federal financial assistance, including those highlighted in NIH Grants Policy Statement Section 4 Public Policy Requirements, Objectives and Other Appropriation Mandates.

By applying for or accepting federal funds from HHS, recipients certify compliance with all federal antidiscrimination laws and these requirements and that complying with those laws is a material condition of receiving federal funding streams. Recipients are responsible for ensuring subrecipients, contractors, and partners also comply.

Applicants and recipients are strongly encouraged to refer to the NIH Director's Statement of Priorities, entitled "Advancing NIH's Mission Through a Unified Strategy." 

Recipients are responsible for ensuring that their activities comply with all applicable federal regulations. Pursuant to 2 CFR 200.340, by accepting an NIH award, the recipient agrees that continued funding for the award is contingent upon the availability of appropriated funds, recipient satisfactory performance, compliance with the Terms and Conditions of the award, and may also otherwise be terminated, to the extent authorized by law, if the agency determines that the award no longer effectuates the program goals or agency priorities, in line with 2 CFR 200.340(a)(4).

Pursuant to the Cybersecurity Act of 2015, Div. N, § 405, Pub. Law 114-113, 6 USC § 1533(d), the HHS Secretary has established a common set of voluntary, consensus-based, and industry-led guidelines, best practices, methodologies, procedures, and processes.

Successful recipients under this NOFO agree that:

When recipients, subrecipients, or third-party entities have:

  • ongoing and consistent access to HHS owned or operated information or operational technology systems; and
  • receive, maintain, transmit, store, access, exchange, process, or utilize personal identifiable information (PII) or personal health information (PHI) obtained from the awarding HHS agency for the purposes of executing the award.

Cybersecurity plans and procedures must at minimum include the following:

  • Develop cybersecurity plans and procedures, modeled after the NIST Cybersecurity framework, to protect HHS systems and data:

      • Develop an inventory of all assets and accounts with access to HHS owned and operated information or operational technology systems or which obtain PII or PHI for the purposes of the award.

      • Limit access to HHS owned and operated systems to only those in need of access to complete reward activities.

      • Enable multifactor authentication for all employees, subrecipients, and third-party entities to access HHS owned and operated information or operational technology systems.

      • Install anti-virus or anti-malware software on all devices, servers, and accounts used to connect to HHS owned and operated systems.
    • Respond:
      • Develop an incident response plan. See Incident-Response-Plan-Basics_508c.pdf (cisa.gov) to learn about developing incident response plans.
      • Have cybersecurity incident reporting procedures that ensure the relevant HHS awarding agencies are notified of a cybersecurity incident within 48 hours of discovery. A cybersecurity incident is defined as an unplanned interruption to a technology service or reduction in the quality of a technology service, or an occurrence that actually or potentially jeopardizes the confidentiality, integrity, or availability of an information system or the information the system processes, stores, or transmits.
    • Recover:
      • Investigate incidents and plug any security gaps identified. 

All activities proposed in your application and budget narrative must align with applicable law, including but not limited to statutes, executive orders, federal regulations and applicable judicial holdings.  Accordingly, discretionary awards shall not be used to fund, promote, encourage, subsidize, or facilitate; racial preferences or other forms of racial discrimination by the recipient, including activities where race or intentional proxies for race will be used as a selection criterion for employment or program participation; denial by the recipient of the sex binary in humans, or the belief that sex is a chosen or mutable characteristic; illegal immigration; or any other initiatives that compromise public safety.  If an application does not align, the application will not receive funding to the extent permitted by law and applicable court orders.

For applications involving substance abuse, the application must not support harm reduction. Please see Updated Funding Guidance for Recipients on Supplies and Services.

For applications involving funding Medication-Assisted Treatment (MAT) or medications for opioid use disorder (MOUD), this funding should be used to provide comprehensive treatment and recovery support services rather than medication-only models for opioid use disorder. Services should include medications, where clinically indicated, in conjunction with psychosocial and other treatment and recovery support services. As of October 1, 2025, HHS has adopted 2 CFR Part 200, with some modifications included in 2 CFR Part 300. These regulations replace those in 45 CFR Part 75. However, for NIH, under the Consolidated Appropriations Act for FY 2026, (P.L. 119-75, Division B, Title II, Sec. 224), the provisions relating to indirect costs in 45 CFR 75 continue to apply to NIH awards. Consistent with the statute, NIH will not apply updated thresholds outlined within 2 CFR Part 200, at this time.

3. Data Management and Sharing

A Data Management and Sharing Plan (DMS Plan) is required for any NIH-funded or conducted research that will generate scientific data. Applicants must submit the DMS Plan at the time of application using the NIH DMS Plan Format Page. The DMS Plan must address the elements in the structured format. Where the DMS Plan Format Page requires a "Yes or No" response, no additional narrative is allowed. The Data Management and Sharing (DMS) Plan must be provided in the Overall component.

4. Reporting

A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement Section 8.6 Closeout. NIH NOFOs outline intended research goals and objectives. Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 2 CFR Part 200.301.
